Enunciative analysis of Deby and Biya’s political speeches on the issue of terrorism/Boko Haram in Chad and Cameroon

First of all, this article proposes to make an enunciative analysis of the speeches of Idriss Deby and Paul Biya (President of Chad and President of Cameroon) on the issue of terrorism in Chad and in Cameroon called Boko Haram. The said article is a corpus analysis taking into account the theories of discourse analysis and linguistics. The resources of enunciation have allowed us to identify enunciative mechanisms and to access the understanding of speech. The political speeches of two Heads of State highlight two policy-making bodies, one of which aims to promote the country’s development through credible and concrete lines of action, and the other to better capture the sensitivity of the people on the clairvoyance of the political roadmap in order to gain their trust to maintain power. The enunciators of these different discourses take the path of subjectivity by using the 'I' which is placed at the center of the activities of the past, present, and future. Then, the use of the 'we' that the two presidents employ to involve each Chadian and each Cameroonian in the construction of their countries. Finally, the eruption of terrorism or Boko Haram in Chad and Cameroon dangerously threatens the populations. Therefore, the main concern is to establish a common strategy to barricade or neutralize the phenomenon of Boko Haram or terrorism in Chad and Cameroon.
